Youth custody, children and young people with special educational needs
The Children and Families Act 2014 set out a new legal framework for children and young people with SEN (special educational needs) in youth custody. This change commenced on 1 April 2015. The attached document from the Council for Disabled Children (CDC) has a range of information for young people, parents/carers, professionals and anyone else involved.
The CDC factsheet, also attached, sets out the changes for young offenders with SEN.
The new legal framework applies to;
- children and young people aged 18 and under, in;
- Young Offender Institutions,
- Secure Training Centres and
- Secure Children’s Homes.
It applies to children and young people who are:
- on remand,
- have been sentenced, or;
- children who have been voluntarily detained in Secure Children’s Homes.
